Appointment coincides with launch of new Centre of Excellence as Group invests in future skills, leadership and apprenticeships
Premier Technical Services Group Ltd (PTSG), the UK’s leading provider of specialist compliance services, has announced the appointment of experienced learning and development professional Liam Goulding, who joins the business today as part of the Group’s continued investment in people, capability and future talent.
Liam will work alongside Technical Training Manager Paul Campbell from PTSG’s new Centre of Excellence at Alma House in Manchester, which formally opened on 15 July 2026. The facility serves as the focal point for technical training, leadership development, apprenticeships and professional development across the Group.
The appointment marks another important milestone in PTSG’s commitment to developing the skills, capability and leadership required to safely support a growing customer base and a business that now employs 3,500 colleagues nationwide.
Liam brings more than 15 years’ experience in learning and development, workforce capability and talent management across the engineering, infrastructure, construction and defence sectors. Most recently, he held a senior learning and development role with J. Murphy & Sons, where he was responsible for a £5.1 million annual training portfolio and led the design and implementation of technical, behavioural and leadership development programmes across a large, safety-critical workforce. Prior to this, he held leadership roles at JN Bentley and served in the Royal Engineers, where he developed extensive experience in leadership, personal development and performance training.
In his new role, Liam will play a key part in shaping PTSG’s learning and development strategy, helping to build clear development pathways for colleagues at every stage of their careers. His responsibilities will include supporting leadership development programmes, overseeing apprenticeship initiatives, maximising the value of the Group’s apprenticeship levy and working closely with recruitment teams to attract and develop the next generation of talent.
