Premier Technical Services Group Ltd (PTSG) has announced the appointment of Richard Butler as its new Group Procurement Manager, marking a significant step in strengthening the Group’s commercial, operational and supply chain capability.
Richard joins the Group function following an impressive tenure as Procurement and Fleet Manager at Neo, one of PTSG’s constituent businesses. In that role he oversaw direct and indirect procurement, implemented pricing structures to support major bids, and maintained supplier performance across a complex, fast-paced operational network. His hands-on approach and ability to deliver practical, measurable improvements have made a material impact on Neo’s efficiency and cost control.
With a career spanning building services, manufacturing and multi-site operations, Richard brings extensive experience in category ownership, supplier negotiation, operational planning and the delivery of savings programmes. Among his recent achievements is a major waste-management initiative that significantly reduced landfill reliance, as well as the smooth implementation of TravelPerks across Neo—strengthening visibility, consistency and governance in travel spend.
In his new role, Richard will lead procurement strategy across PTSG’s national portfolio, developing category management frameworks, consolidating supplier spend and negotiating preferred supplier agreements. His remit will also include identifying cost efficiencies, improving service resilience and ensuring consistent, ethical and policy-compliant procurement across the Group’s rapidly expanding operations.
Richard will report to Alison Chard, Chief Performance Officer at PTSG. Commenting on the appointment, Alison said:

Richard has already begun working with PTSG’s divisional teams to map key categories, assess supplier landscapes and identify early opportunities for improved alignment and savings. Over the coming months, he will oversee the rollout of new preferred supplier frameworks across Fire, Security, Electrical and wider FM supply chains to ensure the Group captures value consistently across all businesses.
His appointment supports PTSG’s broader strategy of building a scalable, efficient and high-performing operating model—one that underpins continued growth and enhances service delivery for customers nationwide.
